Cattle passport

All the cattle living in Estonia must be registered in the registry of farm animals and each bovine animal is issued a passport. ARIB sends the passport to the animal keeper within 14 days of receiving the notice of marking or importation into the country of the bovine animal. Cattle passport issuance is free and the animal keeper does not need to submit a separate application for receiving it.

ARIB enters into the cattle passport the following information: the ISO code and registration number, date of birth, gender, mother's registration number, breed. The breed has been entered into the passport with a breed marking and in case of hybrid cattle after the word hybrid has been printed the marking of the hybrid breed X. If the registry number of the building in which the animal is located is known, it is also printed on the passport in ARIB. The animal keeper must check the information and their own data printed on the cattle passport sent to him/her and confirm it with the signature.

When the animal keeper brings into his/her herd a bovine animal who already has a passport, he/she will make the next entry into the cattle passport about him/herself. On the back of the passport must be marked the number of the building into which the animal that was brought to the herd was placed; the name of the animal keeper, commercial registry code and the address. When a bovine animal is sold or sent to the slaughterhouse, the animal keeper must take care to ensure that the passport would accompany the bovine animal. In this case, the movement of the animal must be notified to ARIB with the registry form so that the movement of the animal could be entered in the registry. In case of sending a bovine animal to an EU Member State or a candidate country the cattle passport must accompany the animal.

If an animal dies, it will be subject to on-site emergency slaughter, it is slaughtered for meat for own consumption or if the animal disappears from the herd, the animal keeper must indicate on the back of the passport in the space provided for that what kind of event took place, write the date of the event and send the passport to ARIB. Then it is not necessary in addition to send the registry form. The passport must be returned to ARIB also if the animal is sent to a country which is not an EU Member State or a candidate country. If the animal keeper brings a bovine animal from a foreign country which is accompanied by a passport, he/she must send the passport to ARIB and an Estonian cattle passport will be issued for the bovine animal.

If the animal is sent to the slaughterhouse, the entries on the slaughter of the animal must be made and the passport must be returned to ARIB by the slaughterhouse. The animal keeper must notify the sending of the animal to the slaughterhouse by a registry form.
The rule is as follows: if the animal leaves the herd, the passport will accompany the animal and a registry form must be sent to ARIB. When an animal is killed or dies on the spot, the animal keeper shall send ARIB the passport of the animal and the registry form does not need to be sent in addition.

If the cattle passport is lost, becomes illegible or if incorrect data is detected in the passport, the animal keeper must notify ARIB thereof and the ARIB shall issue a duplicate cattle passport to the animal keeper. A duplicate passport will be issued also if the ear tag of the animal bearing the EST code has been replaced after the disappearance with the EE-coded ear-tags. Also in this case the animal keeper must submit an application for receiving a duplicate passport. A passport that contains faulty data or has become illegible must then be returned to the ARIB.

If the animal has moved between several animal keepers and different sheds and the movement part of the cattle passport has been filled with entries, the ARIB shall issue an additional page for the cattle passport upon application by the animal keeper. In order to receive an additional page, a passport for which the additional page is requested shall be sent to ARIB along with the application. An indication regarding the additional page will be made into the passport and from then on the passport will be valid only with the additional page.

Upon movement of an animal to another herd, the veterinarian has, on the basis of the data entered in the cattle bass, an overview of the veterinary acts previously performed on the animal.
