Registration forms

On the basis of the Government Regulation "Establishment of the register of farm animals" as of 1 October 2000 was introduced a national register of farm animals. On the basis of the data entered in the register of farm animals it is possible to prevent and control infectious animal diseases. Registration of farm animals in the national registry is one of the prerequisites for payment of animal-related support to the producers. The authorized processor of the registry is the Agricultural Registers and Information Board (ARIB). More information on the registration forms can be found here.

The animal keeper must register the animal in ARIB within 7 days after marking. The animal keeper has also 7 days time for reporting the movement and the death of all registered animals.

Animals can be registered and changes can be reported with the registry form. From the autumn 2003 have been introduced new registry forms, which can be obtained in ARIB offices, in Estonian Animal Recording Center (EARC) and on the internet site www.pria.ee. Registration forms are online as a Word file, so the animal keepers can fulfill them on the computer and then print them and if desired, save for their own purposes.

One change is that in place of the previous one register form with which it was possible to notify the register of events occurring with the animal, there are now two register forms: one for registration of the marking and the other for the movement.

On the marking form are taken into account the wish of animal keepers with large herds that one form can be used to register animals marked on different days.

Changes have also been introduced regarding the registration of the breed of the animal. In case of a bred beef the breed is marked with a breed marking. In case of hybrid beef must be indicated the dominant breed with a breed marking and add an indication X of a hybrid breed. On registration of sheep and goat the registration of breed is not mandatory anymore, instead it is allowed to indicate the color of the hair.

Indicating the registration number of the mother is mandatory on registration of both calves, sheep and goats. Father's registration number does not need to be entered in the registration form anymore.

The place targeted for entering the registration number of the building must be filled in if the animal keeper has obtained the registration numbers of buildings from ARIB. In this case, the form of marking of an animal must show the registration number of the cowshed in which the marked the animal is located.

With the movement forms can now be registered events taking place on different dates. This simplifies the registration of movements, especially in big herds. Here, however, must be kept in mind, however, that for notification of the events there is still only seven days of time and the events submitted with one form cannot have taken place in a longer period than 7 days.

In case of cattle, sheep and goats, with this form must be registered the following events:
Movement - i.e., the movement of animals from one herd to another. Under movement is meant purchase and sale, free delivery, making a gift, and leasing of animals, later also movement of animals between two buildings of one animal keeper.
The movement form could be filled together by the former and the new animal keeper, then one form is sufficient and the entry can be made in the register on the basis of a common document confirmed with the signatures of both animal keepers. Of course, both parties may notify the event for the registry separately. In this case, the animal keeper must provide his or her data into the correct box according to whether he/she is a new animal keeper into whose herd the animals were brought or the animal keeper from whose herd the animals were taken out. If the animal is placed from one shed to another, on the register form must be indicated the number of the building from which the animal went out and the number of the building into which the animal arrived. Thereby is guaranteed that the location of the animal is reflected in the registry.
First calving, if the when offspring cannot be marked - a new event in the register form. It is necessary to get to know of the first parturition of the animal even if it was not possible to mark the offspring (stillbirth, abortion, etc) or to enter into the register. Based on this information, the status of the animal in the register is amended (for example from a heifer to cow or from an ewe-lamb to ewe).
Import - means importing of an animal from abroad. When cattle are brought into Estonia from an EU Member State or a candidate country, it does not need to be marked with Estonia's ear tags. Cattle is entered in the farm animals register with the same number, which was on its ear tag. With the Estonian ear-tags must be marked all sheep and goats that are brought into Estonia from abroad, as well as cattle, which is brought from outside the EU Member States or candidate countries. In these cases, the registry should be informed also of the former registration number of the animal.
Export from the country - taking an animal abroad. It is important to note on the registry form the target state where the animal is sent.
Disappearance of the animal - here is not meant the disappearance of the ear mark, but if the animal has disappeared from the herd.
In case of slaughtering of an animal, on the new registry form must be specified if the animal was slaughtered in the slaughterhouse or on the site. The events that must be reported are:
Meat (meat for own consumption) - this event is for registration of sending of a healthy animal to the slaughterhouse or slaughtering on the site for meat for own consumption.
Emergency slaughter - is registered either on sending the animal to the slaughterhouse for emergency slaughter, or emergency slaughter on the site.
Diagnostic slaughter - diagnostic slaughter is slaughter of an animal for verification of the suspicion of disease. The right of appointing of an animal for diagnostic slaughter belongs to the head of the local authority of the Food and Veterinary Office (FVO) and his/her authorized supervision officer. The decision of appointing of an animal to diagnostic slaughter is notified to the animal keeper in writing. Diagnostic slaughter can be performed on site or the animal may be sent to the slaughterhouse for diagnostic slaughter.
Slaughtering for prevention of the spread of infectious animal disease - slaughtering of an animal in the event of detection of a disease. The right of appointing of an animal for slaughtering for prevention of the spread of infectious animal disease belongs to the officer of the FVO.

The animal keeper must notify of the disappearance of the animal ear tag to the ARIB with a register form within one day and he/she will be issued a new ear tag bearing the same registration number within 20 days.

In case of disappearance of the bovine animal ear tag it is important to indicate on the registry form whether one or both ear tags need replacement. The old bovine animals who are marked with one ear tag bearing the EST ISO code do not need to be re-marked. The ear tags of these animals are replaced by an ear tag pair bearing an EE ISO code if the animal has lost the old ear tag or if the old ear tag has become illegible and the keeper wants to replace it. The registration number on the animal ear tag remains unchanged also in this case, only the ISO code will change.

The EE coded ear tags ordered to replace EST coded ear tags must be paid for by the animal keeper him/herself.. If one or both of the tags of the EE coded ear tag pair gets lost, then the replacement tags are for free.

Also, in case of disappearance of the ear tags of sheep and goats, new ear tags may not be attached to their ears, the number of the lost ear tag must be notified to ARIB on the registry form and for the sheep and the goat will be ordered for replacement a new air tag bearing the same registration number.
